How to use wool felt:

Lay the fabric directly on the soil and secure it with pegs, soil, or other covering. Cut holes where plants are to be placed.

Why wool? 
Wool is a renewable natural fiber that contains natural plant nutrients and has a unique ability to retain water. As the fabric breaks down, it adds organic matter to the soil, contributing to a healthier soil environment, season after season.
